Cloud service is preferable, but open to on-premise hosted, too.
We're a small 50-150 person firm, so want it to be cost effective.

I would suggest you try open source process engines. They are very robust for the type of work you are expecting to perform and have great flexibility for integration, changing or evolving needs after you go live as well as agile development.
