i don't understand exactly what you mean by payroll control record, but of course you can define payrolls with all relevant data (like periods) in Oracle setup. See the section defining a payroll in the link below:

Yes, it is possible. Oracle has a Payroll system. You need an HCM SaaS system implementation.
