My company is currently evaluating different PaaS and SaaS options for a new development platform. If you are able to point out cost comparison evaluations for different PaaS platforms I would be very interested to check them out.
We are currently shortlisting products. Our current platform is SugarCRM community edition which we deliver as a cloud service via Amazon AWS. It imposed many limitations on our product and we investigate two options, a replacement CRM of more current codebase or a PaaS/SaaS platform that will allow us to focus on development of new product with less effort managing version control and deployments.
Since our skill set is in PHP and JS we look at platforms that provide that layer of coding, Yii, Heroku, Cloudbees Jenkins and more. Due to our NGO target market the operating cost is a major consideration which is why we ruled out Salesforce for instance.
I'm interested in a cost comparison model for fixed scope project with x number of developers. If you have any information that you think may be valuable please let me know.
Cost comparison of PaaS platforms depends on usage metrics compute hours, storage, scalability and licensing. Heroku offers simplicity but higher runtime costs, while AWS Elastic Beanstalk provides flexibility with granular billing. CloudBees adds CI/CD value but may scale costlier with larger teams. CONTUS Tech suggests modeling total software development cost by factoring infra, developer productivity and long term scalability rather than just license fees.
Thanks to everyone that posted a response, your insight is priceless. I'm familiar with many of the platforms discussed in the thread. My question was more about organisations that went through similar evaluation process and have developed a method to compare service costs for fixed resource development. If anyone has seen a cost modelling article of value please let me know.

excellent price. The company is young and flexible. It deals with leads and
lead tracking in a completely unique way.
I use it for tracking leads to sales.
For support I use SpiceWorks helpdesk - Again free - quite good.
As a former sales engineer, sales person and support engineer, I appreciate
good and paid for support. However, as a small business owner, cash is
king. Project costs savings of buying paid for products are just not
supported in my business plan.

Have you evaluated Cloudfoundry ? In the market there are
several distros. Pivotal, IBM, HPE, are among the most recognized vendors
offering support to this open source platform. More than the cost
involved is more important to know what are you looking to do with this. Is
you intend to develop on top of specific applications, like Salesforce.com,
you could be attracted to make leverage on the existing development
ecosystem for this application and its own tool ecosystem, this is the case
of Force.com. Otherwise you may pretend to create applications that are not
specifically tied to any proprietary platform like is the case of
Cloudfoundry. This last option is "compatible" with almost all the
languages options you mentioned and also supports container technologies.
The kind of "libraries" or platform services included in Cloudfoundry are
more horizontal that the options you may find on other specific application
ecosystems. Depending on your strategy, one type of platform may be more
convenient than other. Then you can start identifying specific features,
support model, and related costs to make a proper evaluation. Please let

Developing applications these days are increasingly more challenging, the server based web applications, regardless of whether it is in php, java, javascripts may not scale well, and the coupling of business logic make things more complicated for extension and continuous upgrades.

You should check out the Google Cloud Platform App engine or container
engine. It is the best PaaS service at the lowest overall cost because they
charge based on the usage model, can be up to 50% lest costly than
Microsoft Azure or AWS. There are several CRM platforms that can integrate
with the GCP. If you need some help to get setup on the Google Cloud
