My experience with pricing, setup cost, and licensing for Adobe ColdFusion has been good. I use ColdFusion on the cloud platform which is provided by a hosting provider so I am not sure about the setup cost, pricing and/or licensing. However, I know that it is not an open-source software and you need to pay to use it.

The tool's pricing is high but it's totally worth the investment.

If you really want to save money, there is a free open source CFML engine (former Railo, now Lucee) out there.
