I'm not in the position to answer that question because I was not the one who deployed that model, but I believe it is because we see the model name as ARN name, so it's most likely coming from Bedrock.
Cohere has a free tier. You can use the API in development mode, so you can just use it for free. But if you go to production, you will have to pay. I would advise someone to really consider it first if they really need it because it can be expensive. So it might be a little expensive.
