Many people like JIRA because of its low capex but the entry level JIRA lacks some key capabilities and thus you have to obtain additional plugins to get JIRA to do what you may want it to. This all increases the opex of JIRA. VersionOne has a higher entry price (capex) but it comes out of the box with everything you need. As for installation I find VersionOne quite easy to setup.
