We bought a development kit when we were developing the portal, and afterward, we purchased a license. We never had any pricing issue, but I don't know if it is competitive or not.

There is no license required for the product as it is role-based. Whenever you go for a Windows platform server, the role has to be installed directly from the server manager. There is no additional cost that has to be paid for that. It is free to use.
I was using the trial version of IIS inside my virtual machines. ISS is included if you purchase a Windows Server license, then you can have the possibility to deploy different services.
I think it's part of the Windows Server, so you won't have any other costs to add in order to use the IIS service. Meaning that, if you have a license for Windows Server, then automatically you will have also the IIS service available.
