The experience with pricing, setup cost, and licensing for OpenVPN Access Server is really good, not that expensive. I am easily able to add new users from the OpenVPN Access Server official website. I would suggest adding a startup plan for small startups would be really helpful.

Licensing for OpenVPN is generally hassle-free. Server-side access is usually included, and there is flexibility with features. I haven't encountered licensing issues on the user side either, as proprietary solutions or OpenVPN's built-in options are commonly used without problems.
It's free to use. We have an open-source version. You would need to pay extra for support. It's not as costly as Cisco or Fortinet, and therefore investing a bit extra in support may be worth it.
With regard to setup cost, pricing and/or licensing, the simple answer is that you'll need to set aside some time to learn it and experiment with it. That's the only cost you will incur, with the exception of freeing up some hardware on which you can install Linux. OpenVPN is freely available through all of the major distributions. My experience thus far has been with openSUSE, which is a great platform for you to explore.
