I'm assuming that by BIRT you mean this - http://www.eclipse.org/birt/ now for your requirements, BIRT/pentaho PDI should provide a solution for all of them. What's missing?

Answered a question: Microsoft sql2017 VS SAP Hana

SAP Hana under the full use license can support non-SAP applications that's not the problem, but I don't think anyone would want to do it because of its high cost. Also notice that SAP HANA uses it's own SQL flavor and has a limited choice of drivers.
