Has supported highly regulated documentation needs but requires a modernized user experience
I think usability should be improved in IBM Engineering Lifecycle Management (ELM) as the top priority. If you look at the UI, it was literally designed ten years ago, and even at the time it was introduced, it was already somewhat outdated. Even though it is a professional tool, nowadays people expect at least some level of usability from their tools, regardless of how professional the task is. Additionally, if you want to utilize it on a wide scale in an organization, you need to train every person to use it. There is always a threshold for new users to start using it.

Drilling into change lifecycles has given me clear end to end traceability for every item
Reporting is my main area of concern. Additionally, the migration activity and portability are important areas for improvement. If I needed to move from Jira to Rally Software, having built-in portability or migration utilities would be beneficial. At the time of my use, there was not an inbuilt capability to migrate applications from other third-party solutions to Rally Software. Currently, I am not using Rally Software.

Quotes from Members

We asked business professionals to review the solutions they use. Here are some excerpts of what they said:

Pros

"Abilities to share ideas in terms of tasks, lifecycle traceability from requirement to development to testing and designs gives a clear understanding of the system."
"I was satisfied using this product because it has done what it was intended to do."
"The word emulation and importing is good."
"The solution is customizable."
"The cataloging is a very valuable feature. For a lot of enterprises, they end up not knowing which applications do specific features. The cataloging helps with this. It's not that verbose, but it still gives you allowances to put in more detail."
"I use IBM Rational ALM in my daily work to verify the engineering tools to see the visibility aspects in different CLM facilities."
"The planning feature is rich with Scrum concepts: Sprint, Sprint retrospective, the rules in the Scrum framework."
"It is very flexible and powerful for creating workflows, and in fact, it is the best solution available for creating workflows."
"It helps me evaluate teams' historical performance using velocity charts."
"I think it is an excellent tool for tracking agile scrum activities."
"By using the CA Agile Central tool organization-wide, it gives us a clear picture of how many user stories we can pick and the capacity of the entire team, and we have really improved deliverables and reduced our sprint length from around eight weeks to five weeks for clients."
"It made it much easier to adopt agile methods of execution."
"Agile Central makes the transition easier and we don't have to think twice about how to implement this or keep track of features and user stories."
"When it comes to the valuable features of Rally Software, it excels at burn-down charts, burn-up charts, and road mapping once it's set up. I particularly appreciated the new feature for releases and road mapping, which worked exceptionally well."
"It's very user-friendly."
"Honestly, it keeps us more organized."

Cons

"The features should be more intuitive. If I'm looking for something, its location should be easy to locate."
"When we started to use the product it was a little bit of a mess because we were not used to using it and implemented it poorly in some ways that would have been easy to avoid."
"If you look at the UI, it was literally designed ten years ago, and even at the time it was introduced, it was already somewhat outdated."
"Of course it would be related to customer experience. The solution is not user friendly at all. It needs an expert to use it, although the reporting feature was okay."
"Improvement is needed in bridging DNG and Rhapsody and vice versa for better data exchange from both sides with some trigger technologies."
"The GUI is a little bit outdated."
"I would like to see better reporting features. The out-of-box reporting is - I don't want to say limited - but the focus is on the Scrum and Sprint reports. We need more reporting features regarding the history of the work, tracking it more deeply."
"In the next release, we expect a traceability metrics configuration where we can configure the user stories. We also expect them to improve or simplify the query process."
"Reporting I think is a big one too, especially at the bank. So if we're not able to get that real data in a very simple way and be able to slice and dice it, then we aren't as effective as we could be at making those decisions quickly."
"I think the only area that needs improvement will be the front end. It is very good as is but I think it could be better as the colors are a little faded."
"The ability to customize reports needs improving by providing users with features for selecting what they want to see on the reports, how they want to lay out the reports, and create a schedule for a report to be generated automatically and sent by email."
"It needs to become more mature for large organisations with better integration required to DevOps."
"As I've mentioned elsewhere, Kanban needs to mature a little more."
"The search feature may need some improvements."
"It is an expensive tool. Bring in a good negotiator."
"There have been some downtimes with it, but they're fairly short."

Pricing and Cost Advice

"IBM Rational ALM has both monthly and yearly licensing options."
"The solution is not cheap."
"We have a contract, but I am not aware of the details."
"The price of the solution could be reduced. Many of our customers are not using all the features and this could be why our clients feel the price is too high."
"This product is a little expensive and we had to pay extra to have them set it up for us."
"We are always looking for a discount, if the solution was less expensive it would be a benefit."
"The license costs are fairly high as compared to some of the other solutions out there."
"Rally Software costs $50 a month, and for a base account, that price is acceptable."
"It is expensive and may not be worthwhile for a small company."
"I understand it's a little more expensive. That is why many people prefer Jira."
"From a price point, it's a cost effective solution for our needs."
"I don't know the exact pricing, but I think the tool is priced high. They provide quality workmanship, good software, regular upgrades, and they're always attentive and listen to users. Everything comes with a price. I think it's an expensive solution compared to Jira or other competitors, but it's a complete package."
"Frankly, pricing is expensive and needs to be carefully planned for when budgeting."
