What is your recommended best solution (the one with the lowest latency) to reach Edge locations that use a 5G network to connect Point-of-Presence (PoP) devices?

Based on you using the term PoP I'm going to assume that the context of your question is Service Provider. Single Mode fiber (10 km or even 40 km) is the most obvious answer, but likely one of the costliest in securing Right of Way and construction costs.
Depending on the details of the environment, don't forget licensed microwave point-to-point as a possibility. Heck, that's how MCI toppled Ma Bell back in the day. If this is not SP and has any kind of Compute required, e.g., IIoT / SCADA, make sure to consider ruggedized Edge Computing in the PoPs too.
