Microsoft is flexible in the pricing for the product, so I cannot say that it is expensive, but definitely they are flexible in the price lists and their ways of doing payments.

Concerning the pricing or setup costs for Microsoft Entra External ID, based on my experience with Entra and 365 in general, it shouldn't require a whole education on their software. The cost totally depends on Azure's pricing structure. If you have sufficient background knowledge about the features and functionality, it can be cost-effective. However, if you need support or assistance for integration, Azure charges significantly higher rates.If you are familiar with Azure solutions, it is affordable. If you need support, then it becomes quite expensive.

We don't pay separately for Microsoft Entra External ID as it's part of our Microsoft Exchange subscription.

Regarding pricing, the cost seems high for single sign-on, especially for external applications like Oracle.
It's quite expensive, especially as you grow and add more users. Initially, with a small number of people, the costs were manageable.
