Has a quick development cycle and continuous integration
The initial setup is straightforward. Heroku integrates well. You only have to push the code, and it automatically deploys the new version. Whether you have permission depends on the application. Currently, I have one application that I deploy myself. I rate the initial setup a nine out of ten, where one is difficult and ten is easy.

Ability to create different connections, multi-tenant architecture but slow execution of commands
There are a lot of features in Oracle Developer. You can create tables, users, views, materialized views. You can also do data pump jobs to export jobs, export databases and dump files, create backup jobs, that sort of thing. Users can usually integrate this tool with other solutions for development or management processes. There are different connections you can create. For example, with Office applications, you can connect to the database. Or if you're programming in Java, you can use a JDK connection to retrieve data from the database and read, store, or update records. For security, everything's perfect. You can use an SSH connection if you're accessing a server in the cloud, or you just have a normal IP connection if you're running your database on the local network.
